The talent is indeed great for PvP. It gives you a handy speed buff on top of a protective shield, to escape some enemies. The poison cleanse effect is also very nice. For practical use, it is really useful against those pesky rogues and their poisons.
The effect for PvE is minimal, although a poison cleanse is something I've been waiting for.

Two important facts easily overlooked:
This is only triggered when casting Abolish Disease on
yourself
, making it far less desirable for PvE as it may seem at first
I have NOT tested this on the PTR, but the wording still clearly states those facts.
In my honest opinion, skip this for PvE.
If you're going to PvP in your holy spec however, this will be a welcome additon.
Edit: I fail in every possible way.
Edit: Has anyone else noticed that the 50% proc chance for the Abolish Poison effect on this is identical for both rank 1 and rank 2 of the talent? I seriously doubt this is true and believe it's a typo on Blizzard's side, making my second point sort of moot. As I said though, I cannot test anything atm.
Edit(yet again): This has been changed to have a 100% proc chance for poison removal. My 2nd point is thereby mostly invalid, however it still only affects the initial cast of the spell.

Maybe it's just me... but i'm thinking of spammable shield (soul warding) with body and soul 60% run speed.. and taking around a lower lvl character in dungeons. Just an odd idea I guess.

Hmm, the speed increase looks quite interesting in fact it's a rather unique buff. No other class can buff another classes movement speed unless you count Aspect of the Pack which is severely limited in combat utility. It does require you to think a bit more about when you shield though, a 4 second increase to speed can be quite helpful for peeling and escaping.
The poison change is kinda unexpected. Blizz said they didn't want to give Priests the ability to dispel poisons and in fact, it looked like they were going to make Viper Sting (which was the biggest poison problem for us by far) undispellable by anyone but drain less mana. It looks like they reverted that change to Viper Sting, it still drains less mana but it says dispel type: poison so who knows.

Several other fights such as stuff going on in the hallway of Thorim or Freya's fight also could benefit from bursts of temporary speed.
Personally, I'm not using Inner Focus, so the next time I get to respec I'll probably move that point to this talent.

For those doing things other than Ulduar there are many uses as well:
- Helps get a tank into position for Valor Hold portal spawns (or more generally, getting a tank where he needs to be faster).
- Kiting zombies on Gluth
- Helping any healer running from the invincable ghosts that spawn off Naxx trash (or more generally helping anyone get some distance on a mob they've aggro'd).
- Helping people infected by Grobbulus get into position faster (plus the shield is quite handy for the damage when it gets released)
- Helping anyone that has fallen behind on Heigan's dance with a boost of speed to catch up.
- Helping a tank kite a boss or avoid a damage spike (Emalon, Anub'Rekhan, etc)
- Helping people get out of void zones in time
- Improves people's mobility for "Frogger" (post-Patchwerk slimes)
- Helps me run to the back on Four Horsemen if there's trouble
- Helps people get into position in time on Sapph's breath.
I justified it at first for PvE reasoning the self-poison cure would be helpful, but the movement boost itself has proved time and again VERY useful for PvE.
When running back through an instance, I put on my PvP gear for the set bonus that reduces duration of weakened soul to cast it more often. At every 12 seconds per person I can cycle through 3 people casting it every 4 seconds (its cooldown). That's an average of 20% speed boost. Not as good as Aspect of the Pack, but still a fair boost.

Worth it or not for PVE?
Definitely.
I've found a use for it in at least 75% of the Ulduar, ToC and ICC encounters, especially for Hardmodes. It's an amazing escape mechanism. I know most of our tanks have fallen in love with the "
Run, Forest, Run
" and would have a major fit if I specced out of it.

on myself, Portals, Brain-Link, Low Sanity, tapping Crusher Tentacles & Maximizing DPS by reducing the amount of time people spend running.
Phase 3:
Helping tanks pick up the guardians.

I'm just gonna ignore all the pve talk because I want to focus on the reason this talent is here.
While it would help a lot kiting, it CAN be cast on others too, (since the way how weakened soul works you probably will) it might be a good idea to use along with the soul warding talent since spamming shields is costs a lot of mana. (altough you will lose gaurdian spirit)
Maybe it's because my main is one, but the first thing I tought looking at this talent was how awesome it would be when a (semi)holy priest teams up with a warrior, or any other class/spec that get's kited a lot. Or, otherwise, classes that want to kite themself.
Anybody who played arena will know that you wouldn't have lost if you just would have been a bit faster for a few seconds, this talent is that gap.

I think this is a must have. The 3.2 says 100% removal of a poison on self when abolish disease is cast. Damage Mitigation for Holy. I like it.

Nobody else has mentioned yet, but this is the ONLY talent in the Holy Tree that effects PW:S.
The fact that it's so far down as well makes it entirely a niche talent instead of an option for people going deep into other trees or hybrids.
Just poor design by Blizz all around.

Another good use is for Heroic Coliseum Beasts of Northrend, for heroic mode you no longer get the speed buff when Icehowl stuns everyone, so the shield speed buff helps the target get out of the way if they don't have a speed increase of their own.

I just got this and from what I'm seeing my PW:S can only be cast on myself and I'm not seeing any run speed increase, either. Hopefully this will go away with rank 2...

This is a talent full of merriment. I don't feel as though I have many "toys" in deep holy, things that are fun to play with rather than just being useful for keeping people alive, so this is welcome. However, it is also a
source of unspeakable doom and shame
. There are times where an unexpected 60% speed buff from an outside source is really undesirable - and not just when they're running toward a cliff.
I have murdered many a guildmate in Onyxia 25 with this spell. First, by casting it on the main tank while he was first running up to and positioning Onyxia (thereby putting him out of range of us healers as he didn't realize he had received a speed buff for a moment); a full wipe resulted that time. The second one involved accidentally casting it on a main tank during Phase 3, just before he got feared. A tank running in the wrong direction can turn Onyxia around and cause a few deaths normally - but when they're dashing on top of that, it gets ugly. Half the raid probably died from that incident.
Both times I knew what I had done a moment too late. Do not make the same mistakes I have! Be careful! Just don't give up on Body & Soul.

Sort of an OH SH*T button for Priests to cast on themselves to get them out of trouble:
Cast PW:S -> Shield + Speed + Abolish Disease + Cleanse Poison
Can be case in succession after GCD to get away faster.

Tanks from Maraudon and up love this talent when used with a nice bit of timing, I know I did when I level'd a tank. To make most use out of it, cast it on the tank just after a pull is complete, or just when you start moving after having drunk/eaten/licked your wounds.
It gives the tank a momentum most dps-players will not think of, but he/she gets an extra few seconds to build up aggro, and most importantly, if cast as described it gives some "free" damage absorb, as you won't generate any threat whatsoever casting this spell pre-fight.
Also, used with
Soul Warding
you can pick up the role as a minor bus driver, running back after a wipe or protecting flag carrier in WSG...there's no end to the possibilities!

Pretty handy when escaping wipes so you can later go back to rez people.
Used this while running with a druid from the mobs on the hill in PoS. Was able to get away.
I later did it in VoA 10 when we were wiping on the frost boss, I got a head start, but that time I didn't get so lucky. Stupid frost nova

Interesting to note, you can cast your PWS on an npc in an escort quest and they will move faster. I was happy.

It's now more
useful for PvE
then ever was. The holy priest's known weakness is the mobility. As you see we have very mobile fights in Cataclysm. This talent makes you more mobile. So it's increasing your healing output because:
You have
one more second to finish your current spell
then others when you need move from A to B.
You can
start casting one second earlier then others
when arrived to B.
You can
switch targets faster
. For example if the two tanks or groups are far from each others.
The shield itself
absorbs ~20k
damage on target: now its not weak comparing to disc shield.
Its
helpful when
someone needs
kite something
(
Atramedes
, Heroic
Ascendant Council
, etc).
This is one of the reason why I play holy todays (not disc, which is very very powerful too).
