You get this hat by gaining Friendly reputation with the Bloodsail Buccaneers. You have to kill Steamwheedle Cartel goblins in order to do this. Once you get Friendly, you have to do a simple quest to kill two npcs in Booty Bay.
You also can get Bloodsail clothing for being Neutral with them.
Beware, by gaining reputation with Bloodsail Buccaneers, you will become hated and kill-on-sight for many goblins. Ratchet, Booty Bay, Gadgetzan, and Everlook will be unaccessible. Thus, you will have absolutely no access to neutral auction houses.

With TBC so close there is no point in getting this hat because as Minorou has said, you will become kill on sight.
This is especially bad for you if you plan to go to the new instance "The Caverns of Time" for Gadgetzan will most likely be the repair spot for there.
No one wants to fly all the way to Un'goro to repair even if it's with a cool hat =D

Ah, another thing to note is that the goblins in the Outlands will not be affected by your reputation in Azeroth. You can be Hated with Steamwheedle Cartel and still be fine talking to goblins in the new dimension.

As an aside, if you recieve this hat it is still possible to become friendly again with the Steamwheedle Cartel. By completing the previously mentioned quest 1-2 times, you can return to neutral with the Buccaneers. After that, its just a grind fest on pirates to get back to neutral with the cartel. Long, yes, but this hat is pretty awesome, and you wont see many around.
besides, if you can kill the goblins, it isn't too difficult to kill the pirates who are MUCH weaker.

tydie, you say that the closest repair site near the caverns of time is in Gadgetzan. That's not true... since patch 2.0.1 caverns of time has been opened, and I've been in there and saw 4 vendors, and one of them was a repair guy. So don't give up being hated by Steamwheedle Cartel if its the caverns of time you are thinking about.. :)

Ok, I have gotten many requests about this, being one of the few, (according to a blizz developer I spoke with less than 300 of us game wide (all servers)) so here is how you become a Bloodsail Admiral, and all the insane cons of doing so (so think very carefully before considering this)...
First you have to get a friendly reputation with the Bloodsail Buccaneers.
This is a lot more involved than you might think...In order to increase your reputation with the Bloodsail Buccaneers, you will have to kill NPC's in Booty Bay!
If you are willing to do that, the average lvl 60 that has done Booty Bay quests is about 13k-16k of 36k HATED with the Bloodsail Buccaneers when they start.
If you kill Booty Bay Bruisers or Elites, which give the highest rep per kill (25) this means that you will have to kill 1220 Booty Bay Bruisers or Elites just to get to friendly if you started at 14,500/36,000 Hated.
At the rate of 30 an hour, it would take you over 40 hours and 40 minutes in order to farm the rep you need to get to friendly status with the Bloodsail Buccaneers.
This is obviously a HUGE sacrifice as you will end up being Hated by all 4 goblin cities, as well as the Steamwheedle cartel, who have NPC's and guards loyal to them in many places.
Until you repair your reputation with the Steamwheedle Cartel, Booty Bay, Ratchet, Gadgetzan, and Everlook, you will be attacked on site by any/all guards in these towns, and going into a building in any of those 4 towns will also make guards spawn continuously.
Being hated with these towns means that you will not be able to get or complete quests that start, end, or involve a npc in one of these towns. Some of these quests include the following.
- Cannot fly into or out of Booty Bay, Un'Goro Crater, Gadgetzan, or Flame Crest safely, as both the Flight Path Masters are guaded by at least one Bruiser, and will attack you as they are loyal to Steamwheedle.
- Unable to use the boat from Ratchet to Booty Bay Safely.
- Unable to participate in the weekly fishing contest as you will not be able to turn in the tastyfish to win the competion, get money for the extra fish, or turn in any of the rare fish.
If you're willing to destroy your reputation with the goblin cities just to get a hat and the Blood Parrot, and also willing to sacrifice the time and money to repair your rep, Then you need to know how to get the quest...
Once you finally get to Friendly status with the Bloodsail Buccaneers, you need to go south of Booty bay to the middle of the three Pirate ships there and talk with Fleet Master Firallon. He will then give you the quest Avast, me harties! This quest sends you into the heart of booty bay. At the top of the Inn building, you will have to kill Baron Revilgaz, and Fleet Master Seahorn, which will obviously spawn guards as soon as you attack them.
The reward for this quest is the Bloodsail Admiral's Hat, which you can use to summon your Blood Parrot. If you get too far away from a bruiser, they will stop running after you and pull out their guns, and that means game over. They will not put away their guns once they pull them out for at least 5 minutes. The problem with their guns is that they knockback like an ogre hammer. And they will keep firing, which can and will make you go from one side of the town or area to the other.
This makes killing the bruisers or the leaders next to impossible, so you have to do this all without getting far enough away the bruisers break out their guns instead of running after you!
It is not a mission to be taken lightly, as you must destroy your reputation which will take many hours to do so, and countless more to restore your reputation...
Realistically it will take at least a week or two to farm the reputation to do the quest, and at least a month or so to recover your reputation with the goblin cities afterward so that you can quest, help guildes...and go around the world of azeroth without getting attacked, caught in nets, and killed.

I recieved mine after about several weeks of on and off grinding of the Booty Bay guards. The farming of the guards becomes very boring and repetitive after a short time and be prepared to pay money for repair costs as the guards have a tendency to appear from no where and gang up on you. I suggest you recruit a friend to help you out every so often as to stop the boredom. Being hated with steamwheedle is a small price to pay for this great item as the steamwheedle faction is useless in Outland. Good luck me harties!

Did it in 2 days (under 10 hours total), affliction warlock and a paladin. Wasn't really hard or that massive of a task and its fun to have free ganking in Booty Bay while doing it :)
Anyway, get a friend to do it with or its hopeless - and 40 hours is way, way more than most people will spend on it :)

Although most people aren't that much into the game that they'll be such completists as me, I decided that I'd share this information anyway, maybe someone needs it. :)
I've farmed for this hat with a troll mage that I had pre-tbc and got it over a weekend, but since I skipped most steamwheedle cartel-quests in my low levels I'd have to get my goblin rep back and do them if I wanted them done, so that'd leave me with farming the booty bay guards another time (going for exalted with everything) and that would just be too much, so I skipped it with that character. Now that WotLK has been announced I've got my determination started again and started planning to get this done with my Death Knight, so here's what I'm planning to do:
1. Do all quests related to the Steamwheedle Cartel in any way, removing any means of lowering Bloodsail Buccaneer reputation by means of doing quests in the future.
2. Farm the pirate ships south of Booty Bay for First Mate Hat
https://www.wowhead.com/wotlk/item=2955
and Parrot Cage (Hyacinth Macaw)
https://www.wowhead.com/wotlk/item=8494
since these are very valuable collector-stuff and the mobs dropping them are Bloodsail pirates, meaning killing them after the Bloodsail Buccaneer rep-farming process will forever be forbidden.
3. As I mentioned before you'll want to complete all the Steamwheedle Cartel quests, this doesn't exclude the fishing contest quests (
http://www.wowwiki.com/Stranglethorn_Fishing_Extravaganza
for more info), if you've not decided that you absolutely want to do every single quest and don't mind never having a maximized fishing skill, ignore the rare fishes and just win the contest once, picking the Hook of the Master Angler
https://www.wowhead.com/wotlk/item=19979
as a reward (you can skip that too if you are a druid).
4. Time to get those pesky goblins, after doing all the Steamwheedle Cartel quests you will obviously be 0/36000 Hated with the Bloodsail Buccaneers, so you're in for a long farm. After killing 2520 of them, you've gone as far as killing guards will get you. Head over to Fleet Master Firallon
https://www.wowhead.com/wotlk/npc=2546
south of Booty Bay, he'll have a nice pirate outfit for you (consisting of a pair of boots, a belt, pants and a chestpiece), together with a quest, to kill the 2 leaders of Booty Bay. Now you have 2 options, one is to get to closest flightpath and fly into Booty Bay, which will drop you off quite close to the 2 leaders, Baron Revilgaz
https://www.wowhead.com/wotlk/npc=2496
and Fleet Master Seahorn
https://www.wowhead.com/wotlk/npc=2487
. What you also can do is to just run up to them through Booty Bay, either corpserunning a couple of times or killing your way up there, either way is fine, just make sure you kill those two. After delivering the quest you will get your shiny Bloodsail Admiral's Hat
https://www.wowhead.com/wotlk/item=12185
, congratulations!
5. Now you're done with the main purpose of killing goblins, but if you're going for a nice reputation with the Bloodsail Buccaneers, you're not quite done yet! As of now it isn't confirmed if it is possible to reach Exalted with your pirate friends, but there is a way to reach Revered, that's for sure. Head over to the Badlands and kill the goblin named Jazzrik
https://www.wowhead.com/wotlk/npc=9179
, each time you kill him you will gain 1 reputation with the Bloodsail Buccaneers, potentially taking you to all the way up to 999/1000 Exalted, but as I mentioned earlier that isn't confirmed yet.

Continuing the last post...
6. So you've maximized your Bloodsail Buccaneers reputation, then you've done something really incredible! Since you surely wouldn't want to throw away such a thing, but surely wouldn't mind being able to use the neutral auction house and the flight paths without getting your face owned by a mass of guards, we're now going to start the process of restoring your Steamwheedle Cartel reputation, without hurting the Bloodsail Buccaneers reputation at all! If you are not playing a hunter, head over to Zangarmarsh (alternatively the auction house) and get your hands on a bunch of Glowcaps
https://www.wowhead.com/wotlk/item=24245
, use them to buy Tallstalk Mushrooms
https://www.wowhead.com/wotlk/item=25548
from Mycah
https://www.wowhead.com/wotlk/npc=18382
in Zangarmarsh, this requires you to be at least Friendly with the Sporeggar, but that is a walk in the park compared to what you've done so far, believe me (
http://www.wowwiki.com/Sporeggar
for more info).
7. Time to get that Steamwheedle Cartel reputation up, finally. This is where all your optional achievements plays a part, to increase the reputation, you have to do the quest Zapped Giants
https://www.wowhead.com/wotlk/quest=7003
in Feralas, this quest wants you to kill a few sea giants roaming the waters along the Feralas coast, the first time you do this quest you will get 350 reputation with all the Steamwheedle Cartel factions, after you've completed it the repeatable quest Again With the Zapped Giants
https://www.wowhead.com/wotlk/quest=7725
will unlock, granting you only 25 reputation per turn-in, but being a shorter quest than the first version. As of now, this quest is believed to be able to take you to 999/1000 Exalted with all Steamwheedle Cartel factions, and the opposite is yet to be proved, it is however 100% sure that you can get more than enough reputation to be able to interact with the Steamwheedle Cartel npc's as any other player, and you can also reach honored for the 10% vendor discount. Now you might ask, why did you want me to get the Hook of the Master Angler, and what in the world are all these Tallstalk Mushrooms for!? The answer of that is simply, to make killing the giants easier. The Hook of the Master Angler effectively increases your farming speed by making you 25% faster underwater (the place where you will find most of the sea giants) and also gives you unlimited underwater breathing, and the Tallstalk Mushrooms shows you the sea giants on your minimap for 60 minutes per mushroom, so it is a very cheap way to decrease the amount of tedious hours of sea giant farming.
Well, that's about it, I will attempt this myself as soon as my Death Knight is level 80 and have finished all the Steamwheedle Cartel quests, and have already gathered the Glowcaps, you'll probably hear from me if I succeed, and to all of you who are planning to attempt this (although I doubt many are dedicated enough to do so), good luck, fellow completists! :)

Unfortunately, the only way to get your rep with the Steamwheedle Cartel is to complete the 4 repeatable quests given by random quest givers outside the goblin towns, or the quest Zapped Giants.
Everlook:
Bronn Fitzwrench
-
40x Runecloth 4x Coal
For each hand in.
Booty Bay:
Bloodsail Traitor
-
40x Silk Cloth 4x Coal
For each hand in.
Ratchet:
Mupsi Shacklefridd
-
40x Linen Cloth 4x Empty Vial
For each hand in.
Gadgetzan:
Rumsen Fizzlebrack
-
40x Mageweave Cloth 4x Strong Flux
For each hand in
Each hand in rewards 500 reputation with the corresponding town that the quest is for, and provides a 250 rep splash to all other goblin towns. These repeatable quests will carry you all the way back to Neutral rep.
If you wish to retain your friendly rep with the Bloodsail Buccaneers, and become friendly again with the Steamwheedle Cartel, you will have to repeatably do the quest
Zapped Giants
which provides 350 rep to all goblin towns for the first hand in, and 25 rep for each repeat. Of course this is not ideal, as it would take 1440 (36000/25) hand ins to simply get out of hated.
I found it easiest repeating the Ratchet quest requiring linen cloth which sold for a mere 14s a stack, making it remarkably cheap to regain my rep.
Now for some mathcraft:
For me, after attaining friendly rep with the Bloodsail Buccaneers, i was 0/36000 hated with booty bay, and ~19000/36000 with other goblin towns.
42000 rep required to regain neutral status with Booty Bay from 0/36000 hated.
42000/500 = 84 hand ins which supplies 21000 rep to other goblin towns
Mats wise:
3360 (168 stacks)
of cloth
336 (17 stacks rounded up)
of random trade goods
An ideal solution is to repeat Booty Bays' repeatable of Silk cloth and Coal, as not only will this take you out of hated with Booty Bay, but the rep splash will take you out of hated with all 3 other goblin towns. The downside is the cost of silk cloth, which can vary and really add up. However, if you no longer wish to get rolled every time you fly to a goblin town (Some of them have a safe landing), this is a must.

I dont know if it has been said yet but...
For those of you out there who collect rare pets but dont want to be hated with booty bay and the steam wheedle cartell
The Hyacinth Macaw parrot drops from blood sail mobs and has a miniscule drop rate at best so once you are done killing booty bay guards to get this pet, you can turn around and farm the blood sail mobs for the parrot to get your rep back
Given the low drop rate of the parrot you may be able to grind all the way back up to neutral/friendly with SwC
You may want to consider getting the worg and smolderweb pets before or after you decide to do this grind tho as they are only obtainiable thru a quest w/ affialites of SwC
Edit: If your a nice person try to avoid killing the common quest givers if your grinding the rep, a small gesture of kindness may go a long way

Despite what others have been saying, I think this is not overly difficult to do. This is a rough guide based on how I and a couple of friends got the hat.
Myself and 2 of my friends managed it in less than a week, without too much hassle. Obviously it takes some grinding, but it's nothing too heavy.
At the time I was a level 53 undead shadow priest, and I had 2 friends with me, a level 70 undead subtlety rogue and a level 43(I think) blood elf discipline priest. Anyone who would be within range for xp and is in the group will get rep (25 per kill). At first it was easy enough, the rogue (I'll call him Bill) tanked and did the damage, whilst myself and the other priest (I'll call him Fred) healed him. Before the bruisers become hostile, it is easier to do as you can repair in Booty Bay itself, and not have to go elsewhere.
Later it is more difficult due to the possibility of aggroing more than you mean to, but not impossible. The easiest place to grind is northern entrance, towards Grom'Gol. There are 2 bruisers outside which Bill could take as long as we were healing him. There are 2 patrols in the tunnel that can be taken separately or at the same time, depending on your preference. Then there are 2 at the other end of the tunnel, and a patrol who walks from where the buildings start on the left, to the docks on the right. With Fred and myself healing him, Bill could take them all at once. As for the quest to kill the 2 guys in Booty Bay, if you are horde this is easy. You can fly in via the flight master, then just run up the ramp and kill the people as quickly as possible, ignoring the bruisers. You will probably die and have to use the Spirit Healer, but it is worth it. =D
Some final tips:
- If there is a group of you doing it, make sure to all stand close together, and don't get too far from the bruisers you are fighting, or they will pull out their guns, which is bad. They have a knockback effect which can keep you from moving at all if it keeps hitting.
-If you decide to bring someone along to tank, anyone not tanking gets a free warning if their threat is coming to a dangerous level. The bruisers will use their nets on someone if they get enough threat, but will not actually attack the player until they have more threat (or I think that's how it works anyway). So if the healer or dps gets netted, they can hit their threat reducing ability before actually taking damage.
-If you are using a low level healer like we did, the aggro range will be huge, so make sure the healer stays way back at the start of the fight, and let the tank build up threat before moving in and sitting practically on top of the fighters before doing any healing, to ensure that the bruisers don't use their guns.
-Faction Insignia can be very useful if you need to get out of a net sharpish. They're not essential but it doesn't hurt to bring them along.
That's pretty much all I learned when I was grinding, I just wanted to share it with anyone trying to get the hat.
Good luck everyone!

To me this is so worth it. I have had mine for a bit and i love it. Its like your in some private club. The key to getting this is having good people there and know were to go. Being 70 it was somewhat ez but it still took some time. One you need lots of cc, at some points more than 50 guards will spawn. when i went there we had 2 heals(me included) 2 locks a mage and a full s1 dps warrior to "tank the" he just got all them on him so the mage and the locks would not die so much. Two you need to know were to go. There are points in boot bay were guards don't spawn aka fisherman's hut lower level off inn ect. If you can get in a good rotation moving from place to place you should be able to get it done fast. Even if you are super high in hated you go down fast because of the vast amount of guards u kill at once. Once u can get the quest get it. I left before i got this and it sucked. I had to drag my body up to the guys u have to kill just to finish this it was hard. In the end its worth it because all u get with the goblin towns is a flight path and most are outside the town so it does not matter. hope this helps

I am an arms warrior, I had a 70 disc priest and a 60 enhancement shaman (off-healing and totem throwing).
from 35k/36k in Hated to 1k/6k in Friendly
The tip is:
Let the shaman run in when he is hostile, he'll aggro a !@#$load, you grab aggro, pop SS+WW+Cleave and repeat. If you get bored or pull too many, pop retaliation.
If you want to do this extremely fast, do as I. Bring a skilled+geared arms warrior and a shaman+healer+more who wants to come.
Have fun!

So I read a thread about it on the forums and I've always wanted to do the grind. Took me 6 hours of Goblin bashing. Solo.
It wasn't really hard, about 480 goblin guards had to be killed. As when I started to farm rep I was 33000/36000 hated with the Bloodsail Bucaneers.
I recommend doing it, the suit and hat looks REALLY pro, even on a Male Draenei. and the Goblin rep is very easy to get up again. Also, you get one achievement completed when WotLK comes!

Me, an enhancement shaman, and a guild mate who is a resto shaman did this in about 3 hours. Really, once you get to hostile with Booty Bay it becomes really easy, as long as you have a healer. Gaurds will spawn frequently to attack you. After you kill enough they will stop spawning in that one area for a few minutes. Rest up and move on. Killing npcs like vendors and quest givers spawn more guards. While it will inconvenience some it will speed up your process.
Don't kill the auctioneers unless you don't mind being flagged for pvp.

Few problems i have now is not being able to use any cross-faction AH, 'cause i'm fully hated by all steamweddle folk. I guess i'll need to make an alt just for that.
Another issue is when landing at gadgetzan those nasty wee goblin folk at the flight master attack me.... and no more noggenfogger elixers...
still worth it though for the 'proper' (non deviate fish) pirate look.

Just acquired this hat today, and I have a tip for those who managed to achieve friendly with the Bloodsail, but are having difficulties with the quest to slay the Baron and the fleetmaster.
I corpse hopped to the inn without my gear on, and found the closest place to rez that is safe inside the inn through trial and error. This safe spot is just below the stairs leading to the Baron and the fleetmaster. Here you can pull the civilians and the guards to clear the room of any distractions. Since some guards spawn due to the targets being alive, it is best to ignore them, and pull the baron and the fleetmaster seperately, kill them both, then run off the mast on their platform into the water and swim away. Now all you need to do is go collect your well-deserved hat.
Hope this tip helps ye prospective pirates,

It might be easier to obtain this item on a Death Knight seeing as they have bypassed all the Booty Bay quest and it would be a minimal rep grind to get to friendly with the Bloodsail Buccaneers. My death knight is already level 75 and is neutral with the Steamwheedle Cartel. Though it might be easier if one started a Death Knight and avoided all quests from goblins.

Worst mistake I ever made was answering someone's "LF Healer for Bloodsail Admiral title". Group lasted about an hour - just long enough to make me deep into hated with the Cartel. By the time I decided to finish it, I was lvl 80, and the Winter's Veil achievements are here. I need to get to the 225 cooking quest, but cant... Its in Gadget and the guy who gives it to you is a part of the Cartel. As others have noted, the rep grind at lvl 80 is 1 mob for 1 rep and as I am 29k into hated with Gadget, thats a lot of grinding.
My sincerest advice to anyone concidering this grind is to think carefully... You will:
- Lose flight points at Gadget, Booty Bay, Ratchet and Everlook.
- Lose Neutral Auction House access as the AHs are in these towns
- Lose access to 225 cooking quest, as well as others
- Find it difficult to get to CoT unless you have the rep to port
- Have trouble doing other seasonal achievements that require you to go to these towns.
+ Get an achievement
+ Get a cool hat
+ Get a title
IMO, you will lose more then you gain... its really over rated, and not worth the effort.
Before you concider opening a ticket, Ill post the reply I got to mine:
Petition: A few weeks ago, I saw someone advertising for the bloodsail admiral title. I thought it would be cool so I joined the group. A little while later, the guy left the group, and I am unsure of what to do now to get this title and achievement. As apart of this issue, I am unable to get the quest to get cooking above 225. The quest giver is in Gadget, and bashes me when he sees me. How do I get the cooking quest so I can lvl my cooking?
Answer: We encourage players to consider the weight of their actions while adventuring in Azeroth. Luckily, there is an in game method to repair your reputation with the Steamwheedle Cartel. I would advise you ask your fellow players on the forums for more details about that, as Game Masters are unable to offer game hints of any kind.

So easy to get as a DK. You can easily pull 10+ Bruisers at a time, and as long as no goblin pulls out his gun, you're golden.
Be in frost presence, have some tanking gear, and AE. Unholy helps but is by no means required; I did it as 27/44/0.

Well i can attest that you still keep everything you get when completing the quest after you get your Steam Cartel rep back and become hated with the Bloodsails again.
For getting your rep back with Steam Cartel the fastest, although not the cheapest, way is to do the cloth turn in quests for the Steam Cartel rep. The list is here
http://www.mortalken.com/reputation/steamwheedle/
starting with the Linen for Ratchet, then Silk for Booty Bay, Mageweave for Gadgetzand and then Runecloth for Everlook.
Doing these turn in gets overflow with the other reps so following this process by the time you reach neutral with Everlook you will be honored with ratchet and Booty Bay and within 500 points of being friendly with Gadgetzan.

Next patch (3.0.8) the "reputation decrease if the mob is gray" system will be gone. This means that all the Southsea pirates near ratchet gives 2,5 rep to the Steamwheedle Cartel, and the Venture Trade Company (Venture Co.) goblins in Stranglethorn Vale will give 5 rep per kill. This makes it much easier to farm your rep back without hurting your Bloodsail reputation.
The goblin guard bruisers in Booty Bay will also level up.

While losing rep with Azeroth goblins does NOT affect your rep with any outland Goblins, be prepared to run into cartel goblins randomly throughout Azeroth. I was grinding Silvermoon City rep and found that the NPCs in Mudsprocket, Dustwallow Marsh were part of the cartel. I was able to fly into the city but once I was there I couldn't fly out.

One of the updates made it so mobs give same rep regardless of level... e.g. killing ratchet guys on the beach you used to get 2 rep if they were grey and 5 if green+. Now you get 5 no matter what
I haven't checked with Booty Bay guys and also if I remember correctly the levels were bumped up to 77.

As a level 80 hunter this isn't too bad to do. Yeah, the grind is tedious, but I kind of actually like the idea of being the bad one for once. I've been killing goblins for about 2 hours now, & am 3 bars away from being not hated. I'm using my tanking pet & Lifeblood (heal you get from Herbalism) to heal up. At one point, my Druid friend was grinding with me & his AoEs were massively helpful. The only downside is that the level 30's & 40's are quest givers, so you probably will end up annoying people at some point. As noted above, be careful not to kill the auctioneer or bankers, because you will end up getting flagged for PvP. We had a blood elf mage gank us a couple of times before we completely owned him & our PvP timer ran out. The quicker you finish the quest, the better off you'll be. Just be courteous & have fun!

The easiest class more then often to do this grind is the Death Knight. More often then not, along the way to 80 you WILL damage your bloodsail rep. As a DK, you start with regular rep; ie RLLY close to hostile with he bloodsail. this is a huge advantage. i was able to do my entire grind in about 5 hours. GOOD LUCK! (note... the forgiving process took much longer... like 4 days if you keep at it...)
PS; before you do the grind think about it... do you REALLY wanna be antagonized by goblins when you are in their towns? its rlly annoying.

Optimal Reputation Repair
For those of you looking to use as few mats as possible to repair your goblin reputation
with all four factions
in the most efficient manner possible, given current auction house prices,
it is most cost-efficient to essentially just go in order -- turn in all the linen you need to get neutral with the first faction, all the silk to get neutral with the second, then all the runecloth to get neutral with the third, then all the mageweave to get neutral with the fourth.
I was thinking about this and whether there was any way to find a more optimal approach. The idea is that turning in cloth for one faction in addition raises rep with all the other factions as well, albeit at a smaller rate, so maybe by not maxing out each faction right away, we could save money
For each faction, one turn in yields 500 rep for that faction's particular cloth quest . That same turn in also gives 250 rep for all the others, so the problem we wish to solve is to get more than 42,000 rep with the following constraints:
*
Once neutral is reached in any faction, no more turn ins for that faction can occur.
* At the end, each faction must have at least 42,000 rep (neutral).
* We want to minimize the total amount of gold spent on cloth at the AH.
To solve this problem, I wrote a MATLAB script to determine a "rep vector" whose four elements are the reputations with each faction at the end. Inside, there is simply a for loop that takes in a "turn in vector" whose elements are the number of turn ins for each faction. When rep with a certain faction exceeds 42,000, no reputation is awarded for further turn ins, which accounts for the constraint that the quest cannot be done at that point.
It goes through and allocates reputation linen first, then silk, then runecloth, then mageweave, since in my auction house on Cairne at the time, this was the order from least to most expensive, so the answer likely will decrease the number of turn ins as the expense per stack gets higher.
I used the following prices for a 20x stack of cloth:
Linen Cloth: 1.5 g
Silk Cloth: 4.5 g
Runecloth: 6 g
Mageweave: 31 g
These prices are basically in line with the normalized price of a 20x stack output from Auctioneer on 2009/12/22 on the Cairne realm, alliance side.
I then used a simulated annealing routine to essentially throw in semi-random turn in vectors and compute their cost. If the total rep vector did not equal or exceed 42,000 in each of its entries, the cost function would return an arbitrarily high cost (meaning it is not a solution).
The results I obtained for the optimal turn in amounts were:
Linen Cloth: 168 stacks (84 turn ins)
Silk Cloth: 84 stacks (42 turn ins)
Runecloth: 40 stacks (20 turn ins)
Mageweave: 22 stacks (11 turn ins)
This is essentially the turn in routine you would use above, with one tiny change -- use only 20 turn ins of Runecloth instead of the 21 you need to get neutral right away. With the above turn in numbers, this comes out to
1,552 gold
total. With the simpler strategy of maxing out neutral immediately, after the 21 turn-ins of Runecloth, you still need to do 11 turn-ins of Mageweave, which gives a total cost of
1,564 gold
.
So technically there is a more optimal solution to gaining your reputation back, but it only saves you twelve gold and if the prices for the mats on your AH are hugely distorted from the values I used (specifically for the mageweave), then it won't apply. But if they're close, then you could save twelve gold. Woot.
Anyway, I thought I would post this so that others who are curious about this question can find out and not spend the time to actually compute it all out, resting peacefully knowing that they're getting the most goblin rep bang for their gold.
Good luck!

It's weird. One day the Bootybay Bruisers were at Lvl 77, then just the other day they were at Lvl 55, now they're back to Lvl 77.
It'd be quite difficult to do this before hitting Lvl 80, unless you've got really good gear and a good group that's either already hated by the Steamweedles, or don't mind doing so.
I won't be doing this on my Deathknight, due to the fact that I'm already hated by the Bloodsails, and getting to Friendly with them, would take forever. Thus I'll have to work on it, with my alts.

You need to kill Booty Bay Bruisers/etc. until you are friendly with Bloodsail. Yes, it will take alot of Bruisers because the amount of "rep points" to get through hated is much greater than the amount of "rep points" held by honored, friendly, neutral, and unfriendly combined.
Once you do that, you can talk to the bloodsails and get a quest from their leader located on one of the ships. The quest will be to kill the fleet commander in BB. Once that's done, you can get your faction back up with wastewander guys or w/e.

Stumpington - warlock
guild: Band of the Red Eye
First on Whisperwind to get Bloodsail Admiral Hat
Easiest way to do this? If you're level 60 and have done all of the bloodsail quests in booty bay durring your 30-40's it's going to take a long time... so plan ahead and don't do any of the quests that require you to kill pirates (It took me 2 months because I did all of these quests).
Grinding alone
: Kill the bruisers in the tunnel leading into booty bay over and over and over.
Grinding with a priest
: Make sure the priest is not partied.
Warlocks only
basically - Get the priest a crap ton of crystal water and make your way into booty bay, take a left when you get out of the tunnel. You'll eventually get to the first shop - just to the left of this shop plant yourself and your voidwalker - there is a bruiser that will automatically spawn about 3 seconds after you kill him right here. Just stand there and kill for hours. Your priest will not loose faction and you can life tap to get mana back. The priest can also stop healing for a few seconds to get out of combat and drink whenever needed. Note: the priest needs to be level 60 - anyone lower level will loose faction for some reason.
Once you get the quest - the priest will have to loose 250 faction for the last part of the quest - just die in the water under the inn - res yourself on the top floor and have the priest partied with you for shield, etc. At this point it's easy - without the priest/shield it's really really hard - the bruisers will pull our their guns and it's all over.
I havn't tried yet but if in-fact you can kill the crabs to get bloodsail points - do this before you get to 50+ - because at that point you'll only get 1 point per kill (note: i haven't confirmed that the crabs give points yet... i'm going to try soon)
Once you are finished with the quest head to tanaris and start doing the repeatable quests to gain cartel faction - in about 60 hours or so you'll be friendly with all cartel except for booty bay - once you hit friendly with them it's another 50 hours or so to get friendly faction with booty bay. (this all depends on how bad your faction was with the bloodsails before you started killing bruisers... mine was about halfway down hated).
Also to note - once you hit 0 hated with booty bay you'll stop loosing faction with all cartel - at this point it's nice because you won't get too low with the other cartel places - all my cartel was about halfway to 0 by the time i got to 0 with booty bay.

So now i've been farming the guys in arathi for 4 days. Finaly got to friendly with the bloodsails, and utterly hated with booty (can't be anymore hated than this).
So i went to the captain to get the quest.
Well what do i see..
Something i didn't think of. The quest level.
Well.. me being 45 now (started grinding on 40) can't get the quest.
So unless you're very close to 60 don't got for this.
Well.. guess i'll have to go farm some rep with booty then :P

-You do need to be friendly with the Bloodsail Buccaneers, not doing the earlier quests that involves killing them helps with this.
-The Blood Parrot cannot be summoned with another pet, I tested this with my other parrot.
-There is a level requirement, I believe it is 50, but I can't confirm that.
-Killing Booty Bay guards is the quickest, with 25 rep a piece, but still slow. Most do spawn a partner when you aggro them.
-Once you have the quest, the easiest way to get to them <on horde side> is to fly from Grom'Gol, they are right next to the Flight Master
-When you have the hat, it is possible to equip it and then equip your normal helm, heres the trick though...
---You cannot have the hat in your main backpack
---You must right-click a helm to cover it up
---You cannot move the hat in your inventory once you have switched it, that will remove your parrot
---You must have the helm invisible, it dosn't work with it visible apparently
Thats most of the information I was looking for before I started going for this, hope it helps.

*There are 2 ways to grind rep:
1) Kill Blackwater Deckhands from Faldir's Cove, Arathi Highlands, from mid 30s to mid 40s
2) Kill Booty Bay Bruisers at level 60
(I preferred to do the deckhands because it was in an isolated area and they give XP and loot as well as the rep)
* You need friendly reputation before the quest will become available to you.
*You can do the quest for the hat at level 55. See Fleet Master Firallon in one of the Bloodsail ships offshore. He's not hard to find.
* The quest itself requires you to kill Baron Revilgaz and Fleetmaster Seahorn in Booty Bay. Main problem is that the bruisers now shoot you on sight. You'll die a lot trying to get to them.
I found that if you resurrect on top of the goblin bank they are generally out of range. If you dispatch the goblin next to the Horde Windrider then you get a clear shot at the 2 and they go down rather easily. If you bring friends to help you, make sure they know about the massive reputation hit they are going to take.
*Regaining your Steamwheedle Cartel reputation is a very difficult task. Blizzard is supposedly adding in quests for "pirates" in patch 1.11 to allow you to regain your reputation with the goblins but we shall see.
*Problems with having hated reputation with all Goblinkind includes:
-Not being able to access the auction house, bank or mailbox in any goblin town.
-The Goblin quest givers in the Burning Steppes will attack you, removes a rather long quest chain that goes from UBRS and into Scholomance. You will not be able to talk to almost any other goblin quest givers or vendors from Ratchet to Razorfen Kraul up to Ungoro Crater, Silithus and even the non-goblin quest starter for "You are Rakhelik, Demon" (Alliance side only).
The only exception I have seen is Bijou, for Bijou's belongings, in LBRS.

Got this around a couple months ago and I'm still the only one on my server (Burning Legion) to have it. Made sure I got all my blacksmithing done and a majority of the quests completed before I started my grind.
I think rather than Blizzard implementing more efficient ways to grind back your Goblin rep that they should offer further quests and incentives by maintaining and increasing your Bloodsail rep instead. You wouldn't believe the amount of tells I get in an hour about the hat and how they can purchase/obtain one. Last thing I want to see is a thousand of these posers running around with the hat if it becomes easier to gain your Goblin rep back. A pirate's life isn't for everyone, nor should this hat be.

Just checked again as soon as I hit 'neutral' and sure enough, some new piratey duds! No quest required, just talk to the fleetmaster and 'complete quest'. This is probably far far easier for Death Knights than any other class.
For a start, you never had to level through Stranglethorn, so the Bloodsails only very mildly hate you to begin with. This will save you hours and hours of grinding.
Also, you can keep hitting Death Strike to get your health back, so you don't need a healer and can grind away forever without a break.
I did it at level 74 and can confirm you still get 25 rep per bruiser at that level.
Once you are hated by Booty Bay it's just a question of standing in a place near the respawn point of one of the bruisers, and near one of the citizens that they like to protect (for example, in the doorway to "Plate and Chain"). Then when the supply of respawns runs out, move along the walkway to the next respawn point and repeat.
Whole thing took me no more than 3 hours. It was dull, though!

As an 80 dk, I helped someone get their title, thinking I will never need to go to BB or gzan again. I was wrong, and I forgot about my rep. flew into gzan and was attacked. Took me a week of turning in fabric in gzan, there you can turn in mageweave and flux until your off the hated list, then it is down to low lvl quests. Which will improve your rep across the board. Then grinding some pirates for the last bit and finally after 1 week of this I am back to neutral with BB. So if your helping someone get this achievement, make sure your prepared to either never go in one of the towns, Gzan, BB, everlook or rachet or be prepared to work for a week to become neutral again with BB.
Can't say it wasn't fun though killing them though.

IMHO this is a very small reward for losing your ''honored'' faction with the goblins..imagine landing in Bb and getting raped by 100 gobos which seek revege >.<

I just finished grinding to friendly with the Bloodsail Buccaneers and I believe I have found the easiest method to do so.
Booty Bay guards are lvl 67 have a very large amount of health, can net you in place so you can't move, have a gun with knockback that they fire if you get into a situation where they can't get to you (the kind where most mobs would just start evading), and give the most amount of Bloodsail rep of any mob (25 per kill). When you get to the entrance of Booty Bay there are two guards. They can be pulled separately, and are relatively easy to kill. When you enter the tunnel there should be two more guards patrolling around. They patrol separately, and also can be pulled separately. Kill them both. Then you'll get to the end of the tunnel. There will be two more guards. These ones are linked and you can't pull them separately. CC one if you can and kill the other or just kill them both. On my shadow priest I generally VT, SW:P and VE one of them, DoT the other (minus the VE because it has a 15 sec. CD), Mind Blast the first one, Mind Flay till Mind Blast is back up, and keep doing that until they're both dead. There will be a path making a T with the tunnel. If there is a pat walking along the path, kill it (there are two that come through here). If there isn't, go left. There should be guard standing outside the closest building. This is also where all the spawned guards will appear. Kill it. There should be another guard standing on the right side of the path a bit farther on. Kill it too. Now stand so you can just see inside of the house and pull the lvl 46 orc. Kill it quickly, and then kill the guard that spawns. Then pull the dwarf inside the same building and do the same thing. Repeat with the goblin and human inside the next house, but keep in mind these two are both higher lvled, so it might take a bit more to kill them (more than the Mind Blast-Shadow Word: Death combo that I used to kill the others), especially the goblin. Then pull Dizzy One-Eye, the human a bit passed where the second guard you killed was. At some point during this time the patrols will probably patrol across this area if you didn't kill them at the beginning. Kill them when they do so they don't attack you in the middle of a fight. If the first guard hasn't respawned yet kill the two at the exit of the tunnel. Then if he still hasn't respawned yet, you've got some pretty nice DPS and you should either go kill some guards in another place or wait a minute till he does. Then repeat the cycle. It worked pretty well for me, and I hope it does for you too. Good luck, and have fun with your hat!

Final answer: NO, you cant get the hat as lvl 19.
We have just finished the test on EU realm Stormscale. Getting to friendly means exactly 382 BB goblin kills. Thats not easy as goblins keep netting, resist FD and gunshot knockback sends you flying all over the town. The mobs give no exp and drop nothing.
We found out that reputation can be easily gained by standing as ghost near the killer. The leacher doesnt lose BB reputation either unless he agroes goblins or attacks them. Both factions friendly is possible in this manner.
Cloth turn-in quests become available at Unfriendly, but normal restrictions apply so you all you can turn in as lvl 19 is Linen (Ratchet).
At 19 neither quest is available, for pirate outfit and for the hat. All the mentioned requierements were met, as we got Friendly with Bloodsail and Hated with BB.
Note that whole process of getting Bloodsail rep is extreme fun, people keep asking questions, RP discussions arise, etc.
Whole test can be seen here, on our LLD forum (in Russian, but its full of screenshots, so you will get the idea)

This is available at 'neutral' (just hit neutral and can't do the quest for the hat yet, so this is first-hand info). Nothing special you have to do for the quest, just accept and complete.
Here's the quest, the outfit and the links for the items:

Just tested this out with my 60 rogue who is Friendly with Booty Bay. I wanted to see how much rep loss with Booty Bay there is if you get someone to help you. I think at level 60, the quest should be relatively soloable (with difficulty maybe) but if you do get a healer friend or someone to help, here's what they can expect:
Fleet Master Seahorn (pirate cow) kill = 75 rep loss with booty bay
Baron Revilgaz (goblin swashbuckler) kill = 375 rep loss with booty bay
Not too bad if you've done a handful of quests in booty bay already. Nothing that's going to get you 'hated' with them or anything.
When I thought the baron and fleet master were elite (don't know what gave me that idea) I was tentatively asking around to see if any wanted to help me, and the biggest response I got was "how badly will it hurt my booty bay rep" so I thought I'd find out.
Also, because I like to be considerate of other players and these are NPCs that you turn quests in to sometimes, I checked out the respawn times before I left town.
The cow respawned in about 8 minutes and the baron respawned in about 3 minutes. So if people @#$%^ at you for killing their NPCs, let them know that it shouldn't last more than 5-10 minutes.
And a big dorky shout-out to the undead rogue on Bloodhoof who warned me "I'm keeping an eye on you" when he saw me kill the guys and didn't seem happy with my explaination that it was for a quest. I'm looking forward to the GM's telling him that it's all part of the game and that he should spend more time in the Barrens where he'll be around similarly small brained individuals :)

Ok, I have gotten many requests about this, being one of the few, so here is how you become a Bloodsail Admiral, and all the insane cons of doing so...
Until you repair your reputation with the Steamwheedle Cartel, Booty Bay, Ratchet, Gadgetzan, and Everlook, you will not be able to go into those towns and conduct any business.
You will be attacked on site by any/all guards in these towns, and going into a building in any of those 4 towns will also make guards spawn continuously.
Being hated with these towns means that you will not be able to get or complete quests that start, end, or involve a npc in one of these towns. Some of these quests include the following.
- Unable to obtain any other parts of the Tier 0.5 gear than the bracers, as the next part in the chain requires you to speak to a member of the Cartel.
- You will be cut off to certain quests in high level dungeons such as the \"Dawn's Gambit" quest in Scholomance.
- Unable to get the Shadowforge key, as the quest chain to get the key to Scholomance involves going to Gadgetzan and forming the shaft of the key.
- Cannot go past 225 in Blacksmithing as the quest chains to become an Armorsmith or a Weaponsmith both require you to speak to member of the Cartel.
- Cannot go past 225 in Engineering as the only person who can train you is of Gadgetzan faction.
- Horde players will also be unable to become Goblin and Gnomish engineers, and Alliance players will be unable to become Goblin engineers.
- Unable to participate in the weekly fishing contest as you will not be able to turn in the tastyfish to win the competion, get money for the extra fish, or turn in any of the rare fish.
- The Burning Crusades expansion is going to be adding more quests that involve Gadgetzan and/or the Steamwheedle Cartel, and that means that you will not be able to do them if you are not at least neutral.
If you're willing to destroy your reputation with the goblin cities just to get a hat and the Blood Parrot, and also willing to sacrifice the time to repair your rep, Then you need to know how to get the quest...
Realistically it will take at least a week or two to farm the reputation to do the quest, and at least a month or so to recover your reputation with the goblin cities afterward so that you can quest, help guildes...
and go around the world of azeroth without getting attacked, caught in nets, and killed.
Lastly I should mention the fact that you will spend much gold on the bandages and healing potions needed while farming the reputation to get the quest, and repariing your reputation after.
There are several ways to get your reputation with Booty Bay and the goblin cities back, but there is only one that I know of and have found that will level your rep with them without affecting your Bloodsail rep. This is the Shrik Ze Giants quest in Feralas given by the goblin on the west coastline of Feralas.
I personally spent over 300 gold on bandages, mats for bandages, healing potions, and equipment repairs just getting to the quest, and at least twice as much getting my reputation back to neutral afterwards with the goblins.
Unless you are lvl 60, very bored, have nothing better to do with a month or two of your time, and tons of gold, and dont care about not being able to travel to help friends/guildies then its really not worth doing.
End of tutorial.

I decided to go for it with my 57 hunter since I'm kind of bored with him anyhow... "Bruiser" is no joke. I have a dog with 3k HP and 41% damage reduction, nearly dies every fight. Plus you only get 25 bloodsail rep for each of them, for me that means it'll take 1000 bruisers just to get to hostile!
EDIT: After fighting some more they seem to have a crit rate upwards of 30%

360 Bruisers to go from hated to Friendly fyi

Allakhazam
I started at 0/36000 hated with the bloodsail buccaneers. So in 4.5 days total, I killed over 1800 booty bay guards. It didnt take as long as I thought it would because I also had help on my 2nd day of farming. I met a random level 60 tauren druid which later became a friend. It took me about 4.5 days to farm enough faction to get the quest.
If you have a job and not very much time then its probably gonna take you at least 2 weeks if you start at my level. Due to me currently being without a job, hehe it didnt take me nearly that long. I spent about 3 days just to farm enough cloth to get my faction back. I am now Honored with Ratchet, friendly with Gadgetzan, Neutral with Everlook, and Almost honored with booty bay.
I highly recommend farming for or buying linen from the Auction House and then doing the linen turn in quest at ratchet until you are no longer allowed to do the quest, then Silk with booty bay, Mageweave with gadgetzan and Runecloth with Everlook. Doing it in this order is cheaper and less time consuming on farming for the materials.
Not many people have this hat, so its worth it just to be unique or if you just want to be a true pirate.
Ragefire Chasm / The Deadmines = Linen
Scarlet Monastery = Silk
Netherguarde mines = Mageweave
Runecloth = Deadwind pass

So for the most part, if you see someone wearing this hat, its the equivalent of carrying around a big sign that says "Kill me I'm allergic to I.Q."
Not exactly, from the reasons posted not to get the hat, they aren't all that bad. I am a rogue, therefore I can stealth on the boats, no problem. Flying to Gad. is a pain... But evasion, sprint, and a vanish to break a net and I'm okay.
For most classes, I've heard the Tier 0.5 is a waste of time and money. For the rogues it definatly is, the rogues that I know who have done it even say so. I suppose it isn't too bad if you aren't in a guild you'd actually get tier 1, but in that case, you have a whole different problem. You could at least go for PvP gear instead of the upgrades. In my oppinion, seeing someone walk around in tier 0.5 would make me worry about their I.Q. more than if they had the hat. But I don't really think getting tier 0.5 and the hat are a matter of I.Q., more of oppinion I would suppose.
Blacksmithing, do it on a different char, though I admit that it is good to know that you need Steamweedle to go past 225 for anyone who is thinking about going for the hat.
Finally, there are ways to get your rep back up with Steamweedle, just because someone has the hat doesn't mean they are still hated. There are goblins outside each city where you can turn in cloth for rep, also there are mobs you can grind... A pain, but if you want that hat, and still be able to get Noggenfogger, it's worth it.
For someone who has the hat, the only drawback for me is not getting Noggenfogger, luckly I enjoy it on my alts. :P

It took me 4 days and about 25 hours of grinding goblins. The hat and the suit are awesome.
I have started the quests in feralas. They may have upped the rep. I am getting 25 for each city
for both the giants and the water cores. I want to keep my bloodsail reputation at the same time
as earning back the goblin rep. That is going to take sometime, but oh well.
To the follow the crowd idiot that said something about "IQ" - The sign you can put around my
neck while I stand in IF in my garb with my bird "I did something different in a game where everybody
does the same thing, wears the same thing, and therefore look the same".
The best part of doing this quest was killing everything in Booty Bay. I paired up with a Pally ( I'm a druid - Balance), and we cut our way through town to get to The Baron and Seahorn. Killed every vendor, quest giver, innkeeper, etc on the way. Killed the 2 targets and jumped off the end of the balcony into the bay and swam for our lives.
Some people cheered, some where like WTF? What a blast that was. So If you are concerned about your IQ - keep doing the same grind everybody else does. The fact that your IQ is probably lower than your toon's level won't display as brightly as posting crap here does.
