In Patch 7.1.5, secondary stats are receiving a revamp to increase the importance of item level when determining gear upgrades. These changes especially impact rings and necks, jewelry slots which players did not upgrade unless the gear contained their most desirable secondary stat.
In this post, we're providing more data on each of Blizzard's goals with the secondary stat revamp, as well as a list of items that received stat swaps in the patch.
Importance of Item Level
Lore
Goal 1: Increase the importance of item level as a guideline for upgrading items. Moreso than in the past, large item level increases are not a reliable indicator of an upgrade due to the variance in power of secondary stats on an item. Increasing the amount of rating that you need per percentage of a secondary stat tips the balance of an item’s power more heavily toward primary stat. We’re okay with very small item level upgrades being a tougher choice, but some specs are currently passing up 15+ item levels in favor of secondary stats. That shouldn’t be something players are encouraged to do – with the occasional exception on rings and necks, which brings us to our second goal.
The secondary stat ratings are changed to the following in 7.1.5:
Critical Strike - 400 needed for 1%, up from 350
Haste - 375 needed for 1%, up from 325
Mastery - 400 needed for 1%, up from 350
Versatility - 475 needed for 1% damage and healing increase, up from 400. 950 needed for 1% damage and healing reduction, up from 800.
Improvements to Rings and Necks

Goal 2: Improve rings and necks. The removal of primary stats from those slots on Legion gear means that your choices of secondary stats there are impactful, which we like. However, they still suffer from the problem of secondary stat distribution dominating the choice of which item to equip. We’ve increased how heavily item level affects the amount of stats on Legion rings and necks in 7.1.5, which will make significant item level jumps a clearer indicator of an upgrade on these slots. You’ll still find situations in which secondary stat choice is more important than item level for rings and necks, which is intentional; we’re just dialing it back a bit.
In the tables under the toggle, we're comparing the Combat Ratings Multiplier for Armor vs Jewelry at each ilvl point above ilvl 800.

Looking at the values, you can see that the Jewelry multiplier decays at a slower rate than the multiplier for Armor and Trinkets. The end result is that each item level point leads to a greater stat % gain on Jewelry than on Armor. For example:
At ilvl 840, Jewelry gets 10% more secondary stats than other slots of the same level
At ilvl 880, Jewelry gets 20% more secondary stats than other slots of the same level
At ilvl 912, Jewelry gets 30% more secondary stats than other slots of the same level
At ilvl 945, Jewelry gets 40% more secondary stats than other slots of the same level
Increasing Total Stats on Gear
Lore
Goal 3: Don’t lower player power. This is a key part of the overall strategy that isn’t yet complete. Right now, on the PTR, player power is definitely down a few percent compared to live. The next build will have changes that increase the total amount of stats given by all items above level 800 to account for this gap, such that the overall power of your equipped items should be about the same (if not slightly higher) than it is currently in 7.1.
As you might expect, these changes will affect some classes more strongly than others. More overall character power will come from your primary stats than it did before, so all of your abilities will hit harder, even if they crit less or happen less frequently. Additionally, as we continue tuning for Patch 7.1.5, we’ll make adjustments as necessary on a spec-by-spec basis.
At the time this blue post was made, the stat increase was not yet live on the PTR. Since the time of writing that post, Blizzard increased stats on gear over ilvl 800, for approximately a 5% stat gain. The increase in secondary stats softens the blow of losing some secondary stat rating, and the increases to agility, stamina, intellect, and strength are a straight increase for primary stats. This ties into Blizzard's first goal of emphasizing item levels over secondary stats.

Vantus Runes have also been changed from 1000 Versatility to 1500 Versatility, and the costs to craft them decreased.
Loot with Changed Secondary Stats
In addition to the overall tweaks on existing gear to secondary stats, Nighthold loot and
will have different stats in 7.1.5. While Nighthold isn't live yet, players that have been looking at the in-game Dungeon Journal to preview Nighthold loot should be aware of these changes. Many items, including Tier 19 pieces, have changed secondary stats.

Not sure if it's a bug or something but i can see only half of the changes in dungeon journal.
For example: I see intellect on ''Star Gate'' but i still see mastery on ''Brooch of the Astral Scryer'' instead of versatility.
I just hope it's a bug because as prot paladin versatility is more useful for us than mastery at some point.

If I need, say, 30% mastery in order to idealise damage mitigation on my brewmaster, making secondary stat changes less impactful is only going to make me prioritise mastery gear over item level even more. Am I missing something or is this just an oversight on Blizzard's part?

tbh - I'm fed up with the problems with gear and stats in this xpac. Seriously, these problems are the perfect potion for leading those veterans and beginning players to stop playing. How can a core function of the game like gear and secondary stats be so messed up for such a great xpac. How did this get missed in Alpha/Beta testing. Now Talents changing again in the middle of the expansion. I want to play a game that doesn't require catastrophic fixes in the middle of the expansion. Necks and Rings need-a-fixin also...geez, what did Blizzard release, a game they would "fix along the way". Fantastic expansion with major gear/stat problems, sad.

Why not just bring back reforging? It felt like %^&* when I finally got my first legendary the other day and not only was the bonus !@#$, the stats were pretty useless to me... same with every other piece of gear I seem to get. I don't understand why the game insists on giving me gear that I would never want and that has no use whatsoever.

So basiclly alot of hot wind with no real changes , I was hoping they remake how base stats help specs vs secondary stats . Nothing new...

I still have an 875 neck (Pendant of Cold Flame) that I don't use because an 840 one is so much better. So +35 ilevel is still not a good enough guide. I thought it was so great when I got that drop off Calamir the first time he was available, but I still can't use it.
