This quest appears at the festival master only after you turn in all three flames from the horde cities, i.e., Orgrimmar, Thunder Bluff, and the Undercity. In other words, you have to do the following quests:

"Stealing Orgrimmar's Flame "
"Stealing Thunder Bluff's Flame"
"Stealing the Undercity's Flame"

I just finished this quest and I got no gold as a reward, only that pretty crown.

Does anyone know if this quest is bugged? I stole all the horde fires on my main and turned in the 4 quests but didn't get access to A Thief's Reward. When I proceeded to do them again on an alt I was immediately given this quest. A couple of my guildies experienced the same.

My challenge today is to have the crown with my bank char lv5
After 1hour to chain wipe for capture the Orgrimmar flame, i see I can't use it, cause it's lv 50 required !
So this quest can't be "Requires level 1"
