Maybe in a simulation but never in practice. They should make one for each class, that provides benefits to each spec. I would find that easier to balance. So we're not having "Best legendries" and "worst legendries". I see the legendary and want to know where it comes from. I end up with the spell effect and no way to find the legendary. I am trying to find the best legendary, which is actionable - what do I equip, rather than the best legendary spell. This list is not the advertised best legendaries, it the best legendary spells.
