Breaking news, you can get Tyrael's Charge by purchasing it in the TW shop and selecting EU/US as region destination.

If you don't get it within 72 hours, contact support (in TW region) and they will send you the mount or refund the money.
TWD650.00 is about $22 or €19 plus a few cents because of currency conversion.
Card payments will most likely be declined, so use Paypal balance.
This has been known for a few months, but now the mount is on sale and we got confirmation it works.
