Shadowlands Releases on WoW's 16th Anniversary - Will XP Buff Be Active for 50-60 Leveling?

Shadowlands releases on WoW's 16th anniversary, November 23rd, 2020. This has led players to wonder if the anniversary experience buff, now up to a 16% increase, will be active at launch for Shadowlands leveling zones.
We know the event will certainly be active during Shadowlands launch--while it won't be as epic as
Wow's 15th anniversary
that lasted until January,

is scheduled from November 16th through 30th.
As part of the celebration, every year Blizzard sends players a

which boosts experience and reputation gains for the duration of the holiday. The amount granted reflects WoW's age, so for the 16th anniversary we're up to 16% experience and reputation gains. This is a really hefty amount of experience, so it's unclear if it will remain active in Shadowlands zones, as the buff could allow players to hit 60 without experiencing important story moments on their first playthrough. The 16% reputation buff would also be powerful for players racing to get Shadowlands rep for
legendary power recipes
and
reputation mounts

Looking at the spell

, nothing in the effects stands out to indicate that the buff won't work in Shadowlands zones--however, this could probably be easily hotfixed in. Blizzard did turn off the

buff in the pre-patch but kept

active so it's unclear how they'll handle
魔兽世界十六周年
in new content.
