This is needed by lots of Engineering skills above 260, definitely something to get for quick skillups if you have the mats. The vendors only have 1 as far as I know.

This recipe is learned from the trainer in Gadgetzan now, you don't need to purchase a recipe.
Same goes for Thorium Tube and Thorium Shells

the only master engineering trainer i can find, is a goblin engineer, and i'm gnomish

In Classic, this schematic is sold by vendor Gearcutter Cogspinner in Ironforge for 1g 8s. I think it is randomly spawned at vendor.

For those not doing classic, this is taught by any engineer trainer at level 260.

If your Gnomish Engineering, you can go to the trainers in Outland (like the Hellfire trainers) to learn the recipe there
