While completing the Gnome Engineering quest (which requires ) in Booty Bay, my realm got a broadcast message saying the server was going to restart in ~5 minutes. So I went to the Booty Bay Inn, exited the game, checked thottbot, found and read this link, logged back onto my realm (server had just restarted), rode hell for leather to the Port Authority, found that Engineering Supplies dude, and snagged this recipe/schematic, first shot.

Brilliant! Thank you thottbot and contributors!

If enough people reads this, I suspect every restart of a realm's server (such as right after Tuesday's scheduled maintenance) will cause mad rushes to vendors (who sell some item in limited supply :).

As I write, I am still sitting next to that dude, AFK. It's sort of like a "Nyah! Nyah! I beat you!" message :).

the recipe for it replenishes in a certain period, per 1 hour probably. can be found in booty bay, at the engineering supplier

I buy it for resale (from Booty Bay) quite frequently with my druid, who definitely isn't an engineer :-)
