Alliance can indeed get this recipee, The vendor in desolace who sells it is part of the caravan and only stops at the spot listed when the caravan of goblins passes , if you wait there long enough he will show up

The recipe can be bought from "Super-seller 680". He can be found at either 40,79 or 60,38 in Decolace. He is a robot that is activated by goblins in those locations. The goblins are traveling between these two locations constantly, by road.

That recipe is by no means horde exclusive. I play night elf, and I was able to purchase it by waiting out for the caravan to set up shop and makign sure I was the first customer to go through the robot's selections.

There are two itinerant Goblin traders in Desolace, accompanied by a couple of Kodos and a vendor robot . The word "itinerant" signifies that they tend to move frequently about, thus there is no particular place one may look for them. Broadly speaking, look for them in the road between the south of Thunder Axe Fortress and the Gelkis Clan settlement.

The Vendor robot sells this recipee for 70 silver coins. I was neutral with the Goblin Cartel, so players friendly or better with the Goblins, may buy it a tad cheaper than I did.

The "Carrion Surprise" recipee is otherwise sold only by Horde vendors. People who use cooking to make a bit of cash, may use this recipee to earn some, since hot spices are cheaper to buy than the skin of Dwarven Stout, required by the Alliance counterpart of this recipee, called "Mystery Stew".

The desolace caravan goes up & down its route, which takes about 20 min, stopping for 10 minutes at each end. When its at its north stop at 60,38, just west of Kormek's Hut it'll spawn Vendor-Tron 1000 which sells the carrior surprise recipe (LIMIT 1).

After the caravan packs up to hit its southern stop & comes all the way back north, you can buy another one.

...or you could just get on a horde alt, but the recipe, put it in neutral Auction House & get a friend to buy it + mail to you.

I ran to 3 of these vendors and none were alliance. Can alliance get this?

I camped Kormek's Hut (61,39) from 5:38 AM - 6:49 AM on Sept. 20, 2019.

The vendortron did NOT spawn during that time, nor did any goblin caravan appear.

I journeyed multiple paths from this location to the Mannoroc Coven/Gelkin Village, each trip taking no more than 3 minutes, and never saw the vendortron or the caravan there either. At this point, I would conclude that either the spawn timer has changed, or the caravan is no longer in game. However, from other evidence, it appears that the recipe is still available.
