Going into
Shadowlands
, many new spells are receiving a hard-target cap, limiting the AoE damage capability of certain classes. This guide goes through all the AoE damage and healing spells, noting how many targets each of these abilities can hit in the
Shadowlands
expansion.
Currently in
Battle for Azeroth
, players can pull huge numbers of mobs with AoE abilities and do damage to all of them. While this is rather efficient for players, Blizzard would like to see a return to a more strategic paradigm by adding additional hard target caps to AoE abilities.
The most lenient caps are to Tank abilities for obvious instanced content reasons; Tanks need to be able to hold threat to do their jobs. DPS and Heals players will also notice that different abilities have different target caps applied. This allows for a range of situational ability uses. A 2 or 3 target cap on an ability would see a much different intended use for that ability than, for example, an ability with a cap of 5, 8, or 10. Players can expect to see multiple abilities in their toolkits with different AoE target caps.
Types of Target Caps
There are multiple types of Target caps.
Soft-Cap
: Targets uncapped. Damage capped. Splits damage equally among all targets.
Hard-Cap
: Targets capped. Damage capped.
Square Root Scaling
: Targets uncapped. Damage uncapped. Each new target increases damage at a smaller and smaller rate.
Soft-Capped Abilities & The 20/6 Rule
Soft-Capped abilities will hit all targets, but their damage will be capped at a set number of targets. After this set number, the damage will be redistributed equally among all available targets.
If an AoE Spell does 100 damage and is soft-capped at 20:
Against 10 targets, it will deal 100 damage to each target. 1,000 total damage.
Against 20 targets, it will deal 100 damage to each target. 2,000 total damage.
Against 40 targets, it will deal 50 damage to each target. 2,000 total damage.
Effects that "Meteor" effectively have a Soft-Cap of 1 as the damage does not increase, the damage is split equally among all available targets.
The 20/6 Rule
In
Patch 5.2 in Mists of Pandaria
, Blizzard changed the way AoE damage caps work by adding a
soft-cap at 20 targets
. This means that AoE damage spells will no longer gain additional damage past 20 targets, but the spell would split the damage equally across all targets.
Similarly for healing, the default for healing spells is
soft-capped at 6 targets
. This means that AoE healing spells will no longer gain additional healing past 6 targets, but the spell will split the healing equally across all targets hit (excluding player pets).
There are very few non-DoT spells in WoW that are actually completely uncapped. Most spells that do not explicitly mention a hard-cap on the tooltip are generally
soft-capped
and follow the
20/6 Rule
. In Shadowlands, while it doesn't look like the 20/6 Rule is changing, many new spells have been changed from a soft-cap following the 20/6 rules to a hard-target cap, explicitly stating this hard-target cap on the tooltip, however, there are still many spells that appear to follow the 20/6 Rule and are only soft-capped. It does become hard to test a Soft-Cap of 20 versus an uncapped spell, so some of these values may be inaccurate.
The general exception to this rule is generally DoTs, HoTs, and Healing Raid Cooldowns. These generally do full damage and healing regardless of how many targets they hit and the lack of details on their tooltips.
Hard Capped Abilities
Hard capped abilities are exactly what they sound like. The damage or healing amount is capped equal to the number of targets on the tooltip.
If an AoE Spell that only hits 5 targets does 100 damage:
Against 5 targets, it will deal 100 damage to each target. 500 total damage.
Against 7 targets, it will deal 100 damage to 5 targets. 500 total damage.
Hard-caps are usually explicitly listed on the tooltip to ensure that players understand why their abilities aren't hitting all targets.
Square Root Secondary Target Abilities
The last form of damage caps in Shadowlands is the Square Root scaling (sqrt). This damage scaling is usually applied when you see the text "reduced damage for secondary targets" in the tooltip in Shadowlands.
When you see that text above, the damage on secondary targets will scale by a factor of 1/sqrt(target#) but hit every target. You'll do less damage to each individual mob, but overall you'll be doing more damage with additional targets, however, with more targets, the difference in overall damage shrinks.
If an AoE Spell that has sqrt scaling does 100 damage:
Against 1 secondary target, it will deal 100 damage to each secondary target. 100 damage.
Against 2 secondary targets, it will deal 70.7 damage to each secondary target, 141 damage.
Against 3 secondary targets, it will deal 57.7 damage to each secondary target, 173 damage.
Against 4 secondary targets, it will deal 50 damage to each secondary target, 200 damage.
Against 5 secondary targets, it will deal 44.7 damage to each secondary target. 224 damage.

The way that damage is calculated for Area of Effect abilities and spells is not always straightforward. Sometimes it is linear, for example, an ability that hits 3 targets will split the total damage between them, so 33.3% to each of 3 targets, 20% to each of 5, and so on. Sometimes it's an uneven split, for example an ability may do reduced damage to secondary targets, so it might do 40% of the total damage to the targeted enemy, and 20% each to three others. Sometimes an ability does an amount of damage to a variable number of enemies and in that case it uses a square root (sqrt) pattern, so the damage each to a few targets is higher than the damage each to many targets, but the total value is greater for many targets.
Shadowlands is still in development, and many of these skills and abilities may see further changes.

Why Did Blizzard Decide to Implement Target Caps for Shadowlands?

We’ve definitely heard a lot of feedback from players that bursting down larger and larger pulls has become an overly dominant tactic in much of the game. This is particularly evident in questing and dungeons, which has made it difficult for many classes to find a clear role.
While there are a number of variables contributing to this trend, high burst area of effect (AOE) damage against an unlimited number of targets has made it increasingly possible for players to take down large groups of enemies without the players ever facing a proportionate level of danger. In Shadowlands, we’re looking at changes that would broaden the field of tactical options, and in the process, more clearly differentiate the strengths of classes in a variety of AOE situations.
For example, we’d like to see Outlaw Rogues or Fury Warriors excel in situations with 4 to 5 targets in close proximity to each other, while ranged casters like Frost Mages or Affliction Warlocks perform better in sustained damage against groups of 5 or more targets. To accomplish this, we need to revisit the maximum number of targets that many abilities can hit (also known as the ability’s “target cap”), and adjust them accordingly. In situations where a target cap doesn’t make sense, we’re adding a new kind of damage falloff that causes the damage done to each target to be reduced gradually as the number of targets increases.
Most players who are used to fighting 3 to 5 enemies at a time will notice very little difference with this approach. On the other hand, players who are accustomed to pulling 10-20 enemies at a time will experience longer, more threatening engagements. Sustained AOE damage may become an equally viable option in that situation, but both approaches will put significantly more pressure on the group to survive.

List is missing that Survival hunters can easily spread Serpent Sting with Hydra's bite talent (3 x SS per cast). So technically Serpent Sting is uncapped.

effloresence capped at 3? really? what a joke. why are they capping tanks at 5. guardian druid swipe capped at 5. we already have threat issues. mythic plus runs include a ton of butt pulls. come on blizz. these two are just ridiculous.

These caps seem a little ridiculous to me on so many levels, but I can't help laughing imaging a tiger slashing a group of dudes and somehow only hurts 3 out of 5. Personally it makes sense they don't want people dragging 20+ enemies into a corner and stunning/dpsing, but the memorization of say the druid class of Swipe and Thrash only hitting x, y, or z seems a bit ridiculous.
Not that I'm against them taking their time in releasing Shadowlands when it's actually ready, but perhaps spending more time on the things that matter versus some silly mechanics like this would've helped get the game to consumers a bit faster.

It's nice that they are looking at AOE and at least balancing it in groups. That's been one of the most imbalanced aspects of this game for a while now.
And if this dials back AOE at least in the early part of the game and allows for some more tactial fights I think that would be a good change too.

There's not a way to drop like 30 target dummies on the ptr/beta where I want them, is there? I got questions about target priority (especially with beast cleave) and barrage's cap (I assume each pulse can have different targets, but would like to verify).

Imagine going from legion, to bfa, to this. Whenever they realize how bad and out of touch their relationship with the consumer is, probably half of us will be playing cyberpunk as a main game.
I completly support asmongold's concern about the future of this game, wether you are a casual or a neckbeard, you should be too.
budget legendaries, budget aoe damage, systems that are so complicated it's actualy not fun..... i mean seriously ?

The square root scaling abilities seem, uh, bad. I mean, yeah overall you get to do more damage. But if you have 2-3 priority targets or so, it would then make more sense to try and position yourself to only hit those 2 and avoid hitting others. Like, the best example I can think of is N'zoth. During the tentacles, it would actually be better to face eye beam to just hit a basher and a corruptor and make sure you avoid hitting any of the extra small tentacles. You'd do less damage overall, but more damage to the priority targets. That doesn't seem like a very healthy gameplay style--having to constantly decide on the fly whether to hit the maximum number of targets or position to hit just a few, losing out on maximum damage. On paper that kinda sounds interesting, I guess. But in practice I think the square root scaling idea is garbage. I could see maybe it dealing reduced damage to each subsequent target (first secondary takes 100%, second secondary takes 70%, third secondary takes 50%, etc.), but then it would be a weird behind-the-scenes calculation of assigning targets an order and it would still be the same problem with a different face. So I dunno. If it were up to me, I'd get rid of all square root scaling and instead go with a soft cap (as 20 targets is a lot, and I doubt there ever being a time where you have a few priority targets to burst and also have a group of more than 20 mobs).

This is truly a bad move by blizzard. It is unintuitive for an aoe ability to only hit a certain number of targets and the way it is irregularly applied across different classes/abilities makes no sense. Capping the damage after X targets across the board, split evenly among all targets would have been much more intuitive and better option. This is especially true for tanks that have to deal with the chaotically unbounded abilities of some classes. Tanks should be the last to receive this kind of nerf only after all other classes are reigned in as we have to be the ones to tank the mobs these abilities are going to be hitting.

So hunters need to unlearn Barrage immediately.
The whole point of that ability was to spray damage.
With it still being 60 focus but with target cap makes the efficiency horrible.

Encountered this while mount farming in Ulduar last night. Gathered up several mobs on my warrior, and used thunderclap, and behold the mobs were still alive. Shockwave, some still up.
I can see why they did it - trying to combat zerging dungeons, M+ Esports junk, and heavy AOE classes from owning the DPS meters. But why the hell would this AOE cap apply to lower level mobs?

I feel Blizzard did not consider the three packs of 30ish mobs each just before the final boss of the Stonecore dungeon. These are not only needed for one of the dungeon quests, in addition to being the last obstacle blocking your path to the final boss, but are also completely impossible to effectively CC, or pull in separate groups, or DPS down without dying with certain party compositions.
While leveling a paladin, the healer (a druid wearing cloth heirlooms) and the two other dps (both clothies) died immediately, and the warrior tank only a literal fraction of a second later. The whole idea is that each one of them has such a small amount of health on their own but they die very quickly to cleave. ... Except that they do not, when your cleave is capped at 5 targets (or softcapped at whatever, or sqrt'd at whatever). I survived only by a large amount of luck (most of them already dead and many damaged), and the use of Divine Shield and kiting.
Even a tank doesn't stand a chance with ~60 mobs meleeing their face all at once! In a NORMAL difficulty dungeon!
