Experience is the system by which your character will increase in power, learn new abilities, and be able to tackle more difficult content. Experience is earned through a points system and measured in Levels. Most things that you do while you are leveling will earn you Experience Points. Rested Experience is a buff that boosts your Experience gain.
What is Rested Experience?
As you Level your Character you gain Experience for completing Quests, killing enemies, and more. You will notice that as you earn Experience, your Experience Bar begins to fill with purple. When you hover over it, the tool tip informs you that your current state is Normal and that you are gaining experience from killing monsters at a rate of 100%. That is to say, when you kill a monster (enemy) you will get all of the experience that monster was worth added to your Experience Total.
Rested Experience is a buff that you acquire from allowing your character to take a break. While you have this buff, you will double your experience gain from killing monsters.
Measuring Experience
You will notice that your default Experience Bar is divided into 10 sections.
You can expand your toolbar by selecting Bottom Right Bar in the Toolbars section of the Interface UI. Open your Game Menu, press Esc or click the ? icon on your bar:

Once you have expanded your toolbar, your Experience Bar will be divided into 20 sections. One section of the expanded bar is called a
bubble
. A bubble is worth 5% of a Level. Keep in mind that each section on the default Experience Bar is worth 2 bubbles if you choose to use that.
The Rested State
Getting Rested
There are certain areas, usually major cities or inns in small towns, where you will notice that the Level Indicator on you character's nameplate has been replaced with "zzz." This indicates that your character is in a Rest Area and that your character will accrue Rested Experience for as long as you remain in the Rest Area.
Rested Experience continues to accrue, even if you log off while in the Rest Area. If you log off while that "zzz" is on your nameplate, when you log back in, you will notice that your earned Experience in your Experience Bar has turned blue, and that the Rested Experience Indicator is no longer flush with the blue Experience bar.
Hovering over your Experience Bar now shows a tool tip that indicates that your current state is Rested and that you are gaining experience from killing monsters at a rate of 200%. The longer that you remain logged out, the more Rested Experience you will accrue.
Rest Areas usually have an Innkeeper NPC, with whom you can interact to set your Hearthstone to that location and make it easy to return to a Rest Area before logging off. Innkeepers can be identified by the Hearthstone icon that appears when you hover over them, or can be marked on your map by selecting

Rate of Acquisition
Rested Experience accrues at a rate of 5%, or 1 bubble, for every 8 hours of rest that your character takes. The maximum Rested Experience that you can accrue is 30 bubbles - which adds up to 150%. That means that you can accrue a level and a half's worth of Rested Experience for taking a break for 10 days. You will still accrue Rested Experience while logged out even if you are not at a Rest Area, but at a much slower rate. You will accrue one bubble every 32 hours if you are logged off in a non-Rest area.
Rested Experience is not account wide, so you can play a different character without compromising your other characters' Rested status.
How to Tell if You are Rested
Beyond the blue experience bar and the Rested Experience Indicator (which may not be visible if your current Rested Experience will last into your next Level), you may notice a message in your chat window which reads, "You feel rested," when you switch into the Rested state.
Checking Your Toolbar (expanded) for Rested Experience

Your State is Rested. You have Rested Experience beyond the end of your current Level.
You can check your Combat log when you kill a monster. If you are earning rested Experience, the combat log will indicate the Rested bonus.
The Rest Script
There is a script that you can use in a macro that will let you know exactly how much Rested Experience you have.

Using Rested Experience
The Rested Status Interface indicates the rate at which you are gaining experience from killing monsters. In actuality this is somewhat misleading; killing monsters will use up your Rested Experience, giving you the double experience bonus, but there are also other activities which benefit from, and therefore use up, your Rested Experience. Activities that grant Experience but do not use or benefit from Rested Experience will not affect how much Rested Experience you have. When you gain Experience from these activities you will notice that your Rested Experience Indicator is just pushed forward to accommodate the additional experience on your bar.

The Pandaran Racial: Inner Peace
If you happen to be a Pandaran, you will have a racial passive ability called
平常心
. This means that Pandaran characters will accrue Rested Experience at twice the rate, which is to say, in half the time, as characters of other races.
What that means is, as a Pandaran, you will accrue 10% Rested Experience for every 8 hours that your character rests. You can get the full 1.5 levels bonus for being logged off in a Rest Area for 5 days.
The Monk Class Buff: Enlightenment
If you happen to be a Monk, you have access to
启迪
, a Class buff which grants extra Rested Experience. This is not yet implemented.
Heirloom 2 and 6-Set Bonuses
Heirloom Gear is gear that you can purchase once you have a maximum level character. This gear gives you decent stats and levels up with you, meaning that you don't need to worry about replacing it as you level. This gear also gives a Set Bonus, meaning that you get bonuses for equipping certain number of Heirloom Gear pieces. The bonus for equipping 2 pieces of Heirloom Gear, a 2-Set, is that your "Rested experience consumed is reduced by 30%." The bonus for equipping 6 pieces of Heirloom Gear, a 6-Set, reduces your Rested Experience consumed by a further 30%.
What that means is, if you are wearing a 2-Set, you will use up your Rested Experience Buff 30% more slowly. So you accrue Rested Experience at the same rate, but you spend it more slowly, giving you 30% more Experience earning time. If you are wearing a 6-Set, that 30% changes to 60%.

How long do you have to be offline in order to accrue a full Level Bar of Rested Experience?
In order to accrue a full Level Bar of Rested Experience you need to log off in a Rest Area for 6.67 days - almost a week.
Should you always log off in a Rest Area, is it worth it?
Rested Experience is certainly not a requirement and if you don't bother it will not affect your experience of the game. If you will be logged off for any amount of time, it's nice to have that little bit of extra for farming or killing mobs when you log back in, so you might make a point of returning to a Rest Area then. Since Rested Experience accrues at an even percent rate, and the amount of Experience required to gain each Level increases as you gain Levels, using Rested Experience is actually more effective at higher levels.
Your Hearthstone will usually be set to a Rest Area so it is easy to just Hearth before logging off to ensure that you have your buff.
If I run out of Rested Experience should I log out?
No. If you are having fun, keep on trucking.
