Welcome to Wowhead's guide to Adapting to Battle for Azeroth's pre-patch guide as a Outlaw Rogue. Patch 8.0 brings a lot of changes from BFA to the world of Azeroth and this guide is made to make sure you are prepared for all upcoming changes. This guide gives you an overview of all the changes happening with patch 8.0 for Outlaw Rogue.
This pre-patch page is intended to help you know the changes to Outlaw Rogue during the pre-patch. Note that during pre-patch, while artifacts
no longer work

yet, meaning this isn't the final picture for specs in BFA. However, we still retain the powers from legendaries, which will continue working

became baseline effects or talents in BFA

Changes to Outlaw Playstyle
In case of outlaw, we can say that the playstyle did not change that much (single target) or had significant changes (multi target), this is due to the rework of
剑刃乱舞
, which has a decent change in how we would handle multi-target situations, especially when they’re prolonged.
Part of the problem for a lot of players will be managing resources in fights with prolonged AoE components, this is due to
剑刃乱舞
being a toggle for a now extensive period of time. So while this will have fairly limited impact in raids, due to very few fights having prolonged continuous aoe, this will be much more noticeable in dungeons, where you won’t be able to get all of your charges back in the downtime between packs. This might also lead to problems in tuning the spec later on, as Blizzard adds more emphasis on mythic plus content, since outlaw can be very effective in AoE burst, especially due to new synergy between “cooldowns” and

, it’s going to serious lagging behind on prolonged cleave fights, even losing out to subtlety.
Some of the most noticeable changes due to loss of artifact weapons and it’s traits is the loss of a major cooldown in the form of artifact ability, increased cooldown of
冲动
due to loss of
机遇之赐
, and loss of
前膛火枪
proc.
In terms of new talents or major talent changes we have the following :

now has a 35 sec CD, with a 10 second duration. While it’s cd does get reduced by

, we are still not going to be able to maintain 100% uptime on it.

to what it was during Legion.

synergy, where it hits nearby enemies for 100% of the damage when it’s active.
War Mode
Another change from Legion into BFA is the addition of
War Mode
. War Mode is a new World PvP system in the Battle for Azeroth pre-patch, along with the new Honor system and Honor Talents. You are now able to toggle War Mode while in a capital city to gain access to PvP Talents in the outdoor world as well as other bonuses, like increased rewards from World quests and 10% extra experience. The downside is that you will always be in PvP combat mode, with the rewards counterbalancing that risk.
Changes to the Global Cooldown (GCD) for Outlaw Rogues
The Global Cooldown, or GCD, is a short lockout period which controls the rate with which abilities can be used; spells that are on the GCD are unable to be used simultaneously, while only abilities off the GCD can be used at the same time or during that lockout period. The global cooldown starts at 1.0 second for energy resource classes, and 1.5 seconds divided by haste for all others.
In Battle for Azeroth, many abilities which used to be off the GCD are now controlled by it. For Outlaw Rogues the abilities affected by this change are:

The gcd change is more noticeable than say assassination, but it’s still not as bad as other classes, due to only having 1 real CD (

). Overall you won’t notice it, as you do not have to use multiple cooldowns in a row, and it doesn’t come up often enough to seriously hinder gameplay.
Returning Legendary and Artifact Effects
In Battle for Azeroth, many old artifact traits and legendary effects from Legion were turned into talents and baseline abilities. It is known that we will lose our Artifacts
in a future event
. To add to that, Legion legendaries
will stop working at level 116

Cooldown changed from None to 15 sec cooldown

Extend a cloak that wrapsshrouds party and raid members within 30 yards in shadows, providing stealth for 15 sec.
Honor Talents
Deals 500%(41.106% of Attack power) Physical damage, and reduces the target's movement speed by 70% for 4 sec.
Cannot be blocked, dodged or parried.
Azerite Traits

Allies within 8 yds while your Sprint is active gain 77 Speed.

Cloak of Shadows heals you for 171 every 1 sec, plus an additional 77 for each effect it negates.

If you don't like random nature of the spec just play Muti or Sub. They are boring as hell. And no random at all. Roll the Bones makes this spec "special" and interesting for me.
