Attributes
Strength
Strength determines the physical power of your character. A high strength improves your attack power. Strength is also a determining factor in how much damage you block if you use a shield. Rogues and hunters only use a partial value of strength to determine their power.

Strength is a mostly useless stat for Elemental

. It grants melee attack power, which is not something we can use since we are spellcasters first and foremost.
Agility
Agility improves your armor rating, your chance to dodge an attack, and your chance to score a critical hit with a melee or ranged attack, thus dealing increased damage. Rogues and Hunters also use agility, in combination with strength, to determine their attack power.

Agility, like Strength, is a mostly useless stat for an Elemental

. It will grant you melee critical strike and a little bit of dodge, but ideally, you should be avoiding physical hits entirely through kiting and smart positioning.
Stamina
Stamina affects your hit points, no matter what class you play. However, characters designed to absorb damage, such as warriors and paladins, gain more benefit from stamina than classes who have other capabilities, such as rogues and druids, who in turn gain more benefit than pure spellcasters, such as mages.

Stamina increases a Player's Health and should be one of the primary Attributes for every Class in the game. In WoW Classic, Health pools are vital to a Player's success in both PvE and PvP, and

Intellect
Intelligence improves your mana reserves. Intelligence has no bearing on non-spellcasting classes.

Intellect is an important stat for Elemental

. It increases your maximum Mana pool and grants a small amount of Spell Critical Strike Chance.
In a Blue Post on the US General Forums in May of 2005, Blizzard Community Manager Tseric cleared up the details on how Intellect increases Spell Crit Chance, which actually calculates differently based on the Class, explaining why so many people kept getting different results:
Obviously, for melee the numbers are somewhat irrelevant. Sorry that I don't have the exact numbers for Paladins, but the trend is illustrated. Here are some other numbers to that end:
At level 60, these are expected numbers of INT and points per Crit%
Warlock 200 - 60.6
Druid 192 - 60
Priest 250 - 59.5
Shaman 160 - 59.2
Mage 286 - 59.5
For a Level 60

1 Intellect = 15 Mana
59.2 Intellect = 1% Spell Crit Chance
Spirit
Spirit determines the regeneration rate for your health and mana. A high spirit results in much faster regeneration, while a low spirit gives you reduced regeneration.

The "5 Second Rule" is essentially a mechanic that exists in WoW Classic. Only after a Spellcaster has not spent any Mana for 5 seconds, Spirit Regeneration will turn on, allowing Mana to begin regenerating. Since Elemental Shamans are supposed to be constantly casting in order to deal maximum damage over the course of an encounter, this stat is useless for us outside of soloing / leveling.
Here are the various formulas for how Spirit will apply to Mana Regeneration. Based on Class:
Priests, Mages: 13 + (spirit / 4) mana per Tick
Druids, Shamans, Paladins, Hunters: 15 + (spirit / 5) mana per Tick
Warlocks: 8 + (spirit / 4) mana per Tick
For a Level 60

Spell Hit is capped at 99%. There is always at least 1% chance for a Spell to Resist, no matter what. Because Bosses are "Skull" Level Monsters, they are treated as Level 63 Monsters when calculating Spell Resist Chance. This means you would need
16% Spell Hit
from Talents and Gear to ensure the minimum 1% resistance rate. While this is a lofty goal, it is worthy of pursuing as lowering your miss chance drastically increases your damage potential.
Also, keep in mind that heals cannot miss, and you only need 3% hit (from

to cap out in PvP.
Spell Damage
Spell Damage increases the damage done by your spells. Not all spells get affected equally, with spells that are instant cast or have fast cast times gaining less benefit. Check out our guide for details on spell coefficients.
Spell Crit Chance
Whenever a Spell Critically Strikes, the Spell's damage is vastly increased, especially after you get

. This makes Spell Critical Strike a good stat for increasing your potential damage.
Mp5 (Mana Per 5 Seconds)
"Mp5" is a decent stat for Elemental

. As Mana is often an issue, having some Mp5 will allow you to cast more / higher ranked damage spells over a full encounter, leading to increased damage.
Spell Penetration
Spell Penetration (read as "Decreases the magical resistances of your spell targets" as shown on

), allows you to
deal more damage
to enemies with Nature Resistance by lowering their resistance by the stated amount. Keep in mind these resistances cannot be brought below 0 (or the baseline 24 for bosses) and that Nature Immune targets will still be ruining your day.
Thus far no major enemies with Nature Resistance have been found in WoW Classic, making the value of this stat apply purely in PvP situations, in small quantities.
Spell Healing
Spell Healing increases the healing done by your spells. While healing will generally not be your main concern, it can be useful to have a Spell Healing focused gear set ready to swap on the fly for PvP, especially when playing a hybrid talent build. Not all spells get affected equally by Spell Healing, with spells that are instant cast or have fast cast times gaining less benefit. Affected shamans spells are:

Stat Priority
Fight duration is
extremely
impactful for ranking your stats, especially when determining the value of Mp5 vs Intellect. For comparison's sake, 1 Intellect point gives you 15 Mana and a tiny amount of critical strike. In order to regenerate 15 Mana, 1 Mp5 would take 15 * 5 = 75 seconds total. So 1 point of Intellect is worth more than 1 Mp5 on fights shorter than 75 seconds, and less in longer fights.
Both Spell Critical Strike and Spell Hit come in increments of 1% in WoW Classic, and because of

, both increase your damage by 100% when you critical strike, and also when you land a hit that you would have not, otherwise.

You should aim to have as much Spell Hit, Spell Damage, Spell Critical Strike, and Intellect as possible in your gear in order to raise your damage throughput. Spirit is not very useful for

due to the lack of in-combat regeneration mechanics, as aforementioned.
Keep in mind that 1% Spell Hit / 1% Spell Critical Strike is equivalent to a lot of Spell Damage (20+), but also harder to get on gear, which makes it easier to stack Spell Damage while also gaining other useful stats.

You say spell crit is = spell hit because we get 100% dmg boost from elemental fury. However, frost mages also have a similar talent to boost their crits but they prioritize spell hit over crit. Can you please go into more detail why you say spell crit is = to hit.

1% Spell Hit / 1% Spell Critical Strike is NOT equivalent to a lot of Spell Damage (20+), based on sims. It is closer to 10 than 20 for both of those stats, and under 10 more often than not. The only exception would be PvP where crit can be valued at 20ish. This also means that it is not worth pursuing the 16% hit goal (unless its a sub 20s single target boss fight). Also, hit and crit usually have very different values. Sometimes hit can be valued at 1.5x crit, and sometimes the hit value is straight up 0 while crit value is high, all depending on the situation.
Personally, since hit is such a situational stat that can vary in value so wildly, i prioritize SP and crit upgrades that are always useful instead of trying to get hit gear asap.
I would also add Armor as a somewhat important stat to the guide, since you have Stam listed. We have the ability to equip a shield and mail gear. That puts us at an advantage over the cloth casters in survival to the point where we don't have to worry about getting killed by pulling threat nearly as often during dungeons or raid trash. This means you can start blasting earlier into trash packs and perform very well in raid metrics that include trash damage (even competing with the top dps classes).
