The Battle for Ashenvale MUST be in progress or else this NPC will not be there and you cannot turn in your Warsong Outrider Mark for the Repelling Invaders quest.

For anyone curious

The ashenvale event has been fixed and you must now kill the 3 other bosses before Felore is able to be damaged

In addition to this
I was able to receive the 500 rep from her
While dead (not released)
Not in a raid group
After tagging the boss late

Felore Moonray is now available inside the Inn at Astranaar (for me at least, Honored with Silverwing Sentinels).
I can turn in Repelling Invaders with here here at the inn between events now.

I have uploaded a screenshot of her at the inn.
