She is at Nordrassil Inn. I have completed the quest lines so that the Inferno is now seen as the Regrowth.

Only just checked, but I can see her 72/115 quests into the zone.

Just checked on an alt, zero quests in and can see quartermaster. So you don't need to have her phased in.

I haven't quested in Hyjal. I heard you can see the Vash'jir quartermaster without doing the quest lines, is it the same here? I want to pick up that tabard.
