correction. the spawn rate is 1min and 5seconds.

Hm, I have tested the spawn rate and if i camp him, dont kill any other pirats then in the room, the spawn rate is 1:30min. But when i kill all the pirats around the house, and come back at 1min, he spawns 5 seconds later, at 1:05 min.

As a warrior with a Pyrium Shield spike attached, I realized that I could stand directly in his spot and leave the room and let the shield do the work for me. As an 85 Troll Warrior I gain 13-15 rep with Gadgetzan, Everlook, and Booty Bay each time. Grinding Rep with these factions has been a pain, and while this is still slow, I don't have to do any of the work (until my computer kicks me off!)

I was killing him last night and are currently revered with all four factions of the Steamwheedle Cartel.
Killing this NPC at revered did not give me any Ratchet rep but did give me +15 rep with race and guild perks for all the other three factions. If your behind in one of the three factions with respect to Ratchet like I was namely Everlook it's a good way to catch up and even them up.

I feel sorry for this guy, he seems to have this big ratchet invasion all planned out giving a lecture to two seemingly uninterested pirates. That room could easily fit 50! And then for people farming goblin rep he gets killed on respawn for days at a time.

His respawn time seems to be closer to 1 miniute and 4 seconds for those wondering.
