Battle for Azeroth (BFA) will be the stage of World of Warcraft second stat squish and the first item level squish. The need for such a change comes from the exponential nature of the game. Item levels determine the scaling of items and, in nature, every 1 average item level increase, the power of an item, or character, is supposed to increase 1%, without accounting for changes in stat distributions.
This scaling, over the course of many expansions, lead to situations when numbers start to inflate to high that we start losing the grasp of what they represent, which entails the need of a stat squish. The previous stat squish
happened in Warlords of Draenor
, only two expansions ago, an indicative that it wasn't strong enough. While the stat squish for Warlords brought Mists of Pandaria numbers down to the 20~30k DPS range, BFA's squish, combined with the item level squish, should bring Legion numbers to the 10~15k DPS range, to put in perspective.
Item Level Changes
Besides the stat squish, BFA also has an item level squish, which will be the first in World of Warcraft history. With Legion's item levels reaching 1000, Blizzard has decided to relocate the item level spectrum, so item levels don't start suffering the same effects as stats already have. The drawback of this change is that the difference in power from items will now be reduced for pre-Legion older content and even for early Legion content, but it shouldn't affect players getting high end gear from current PvP, Raids or Mythic Keystone dungeons.
Below you can see the max item level given by content from a given expansion, both before and after the item level squish, with Legion item levels in more detail afterwards. You can see that the difference in powers between some expansions is as low as 8 item levels, meaning items from those sources will all have very similar attributes.

Those changes mean that, for instance, a character that is equipped in Heroic Nighthold gear will not be as far away from a character equipped with Mythic Nighthold gear, as far as effectiveness (Damage, Healing, Tanking) goes. These reductions, however, weren't done to more current content, like Mythic Tomb of Sargeras or Antorus gear, which still retains a 15 item level gap between difficulties.
The change can be easily seen when you draw all the item level curves together:
Stat Scaling Changes
Currently, in Legion, stats scaling in armor pieces is steady in nature. For instance, for every 10 item levels, a certain piece of gear gains +10% of its primary stat and 4% of each of its secondary stats. This generates an exponential stat gaining curve, meaning gaining 10 item levels on an armor slot when you are at 950 item level or 900 will both give you +10% primary stats, but there will be more raw status on the 950 piece.

However, Battle for Azeroth is also reshaping slightly these curves, as we can see below:
Not much has changed as far as primary stats go
. The curve noise around the lower item level is due to the lack of resolution when defining the stat, that is, if a certain chest piece has 76 Strength on it, increasing its item level by 10 will increase its strength by 10%, or increase it to 83.6.
However, since items don't support decimal values, it will be rounded to 84, which, in turn, is an increase of 10.5% instead. This phenomenon doesn't happen in higher item levels in BFA or in Live Legion gear because you have such high stats that you will almost guarantee have enough resolution with integer numbers for it.
Secondary stats, on another hand, are receiving major changes
. Their item level scaling on early Legion raids is currently really wild, with a huge variance. It is important to notice that, since secondary stats are in much lower values than primary in gear, the ripple effect that happens with primary scaling at lower levels is even higher for secondaries, especially on Legion-content gear, when some items have only 30 or 35 of one secondary in a gear piece.
Between item levels 260 and 300, there is a huge bump in secondary stats, which means that we will start BFA with a higher amount of secondary stats, similar to what we had in Legion.
Starting from 310 item level, which is the gear that we will obtain in Battle for Azeroth from quests, dungeons, and raids, secondary stats increase at a rate of around ~6% more secondaries per 10 item level. However, that amount starts
decreasing
from that point onwards. Starting at 310 item level, all the way to 500 item level (which Battle for Azeroth gear probably won't reach or reach only at its final tier), your secondary stats will grow
slower
than in Legion.
Reasoning and Implications
This major change on secondary stat scaling was likely done to attempt to control secondary stat stacking, which was insane in Legion, with most classes being able to reach well over 50% values of haste or crit. This happened because Legion changed the gap between item tiers from 15 item levels to 30 item levels.
The issue with this is that we will feel a smaller power gain while gearing up. That will happen because we will receive, on average, less secondary stats. Secondary stats play a major role changing rotations and playstyles around. Specializations should play similarly from the start of the expansion to the end, unlike in Legion, when even specs with little changes throughout the expasion played completely different.

Hi there. have you run some more test recently ? I'have done some and i find some differences.
I have only data for the 340-385 ilvl gear but here what i found (weapons not included as it differs for primary stat between agi/ strengh and intel)
Armor : +10% / 15ilvl
Primary stat : +15% / 15 ilvl
Stamina : +17% / 15 ilvl
Secondary stat : +7% / 15 ilvl
These variations are constant no matter the ilvl. It's the same for 340 to 355; 355 to 370; 370 to 385.
